This board mapped what has to be present for common stakes to hold, the conditions under which a neighborhood shares enough at stake to act together. The four Activity 2 stakes, with grassroots catalysts voted, are the anchors. The mapping of which condition serves which stake can be tightened in revision.

A barrier or a need

“Concrete pathways to move forward” reads as a need rather than a barrier. Decide whether to keep it on the barrier side as an absence.

Where the connecting notes belong

The pencil block reaches toward purpose, protagonist, and “are we a neighborhood,” which exceed this component. It echoes the Mutual Obligation board and may seed a separate strategy artifact.
